Commanding Officer

Captain Scott Phy

Captain Scott Phy graduated from the United States Coast Guard Academy in 1997. His first assignment was the USCGC DAUNTLESS in Galveston, Texas.

After earning his “Wings of Gold” from Naval Flight School in Pensacola, Florida, in 2000, Captain Phy was assigned to Air Station Miami where he was designated an Aircraft Commander in the HU-25 Falcon Jet.

His next assignment was Aviation Training Center Mobile, Operations Division, where he flew as an Aircraft Commander and Instructor Pilot in the HU-25 from 2004-2007. Captain Phy was then assigned to Air Station Washington DC where he flew both the Gulfstream V and Challenger 604 as an Aircraft Commander and Instructor Pilot.

In 2009, he was assigned as an Aviation Detailer in Arlington, Virginia. In this role he helped manage the careers of the Coast Guard’s roughly 1,200 aviators.

In 2012, Captain Phy was assigned to the White House as the Military Aide to the President. Captain Phy executed more than 55 Presidential trips around the world, most notably President Nelson Mandela’s funeral in Pretoria, South Africa.

In 2014, Captain Phy was assigned to Air Station Clearwater as the Operations Officer. He was responsible for overseeing operations for 6 C-130 aircraft and 10 H-60 helicopters. In 2016, he fleeted up to Executive Officer, overseeing over 455 unit members. Captain Phy held an Aircraft Commander designation in the HC-130H.

In 2018, Captain Phy assumed command of Air Station Washington DC. He was responsible for the transportation of senior Department of Homeland Security officials and Coast Guard officers around the world. Captain Phy was qualified as an Aircraft Commander in both the Gulfstream V and Gulfstream 550.

In 2020, Captain Phy was assigned to US Special Operations Command and served as the Senior DHS & USCG Liason to Special Operations Command. In this role he helped build, improve and formalize relationships between the Coast Guard and Special Operations Forces.

Captain Phy’s personal decorations include the Department of Defense Superior Service Medal, three Meritorious Service Medals, two Coast Guard Commendation Medals and two Coast Guard Achievement Medals. He earned a Masters of Business Administration in Aviation from Embry Riddle Aeronautical University.

Captain Phy is from Fort Bragg, CA. He is married to the former Lisa Katherine Dunn from Fort Lauderdale, FL. They have two children, Katherine (16) and Patrick (13)

Executive Officer

Commander Brett Walter

CDR Brett Walter assumed the duties of Air Station Clearwater XO in June 2021. As a Coast Guard Aeronautical Engineer, “Red Ragger”, CDR Walter reported to Clearwater after serving as the Business Operations Division Chief at the Aviation Logistics Center. In that role he led the execution of Aviation’s Inventory Control Point, Enterprise Production System, and a number of other analytical and process improvement programs designed to foster better business decisions in aviation engineering and logistics.

His previous assignments include Assistant Engineering Officer and Damage Control Assistant on board the CGC Diligence out of Wilmington, NC; Naval Flight School; Air Station Barbers Point, HI where he was selected for and completed the CG Aeronautical Engineering training program; H-65 Engineering Officer at the Aviation Training Center in Mobile, AL; and the Airworthiness Sustainment Branch Chief at the Aviation Logistics Center in North Carolina.

CDR Walter holds a Master of Science in Industrial Engineering from the Georgia Institute of Technology (2016) and is a graduate of the United States Coast Guard Academy class of 2003 with a Bachelor’s degree in Mechanical Engineering. CDR Walter is a certified Project Management Professional (PMP), DHS Acquisition Program Manager, and DHS Systems Engineer. Originally from Sunbury, Pennsylvania, CDR Walter and his wife Deena have two children, Dylan and Sydney. He enjoys soccer, kitesurfing, and exploring the beautiful Gulf beaches of Clearwater with his family.

Command Master Chief

Master Chief Shawn K. Beaty

Master Chief Shawn k. Beaty assumed duties as Coast Guard Air Station Clearwater Command Master Chief in June 2022. His primary duty consists of assisting the Commanding Officer in all matters pertaining to the welfare, health, job satisfaction, morale utilization and training of enlisted personnel in order to promote traditional standards of good order and discipline. His past senior enlisted assignment included Leading Chief Petty Officer at Air Station Detroit, MI.

MCPO Beaty enlisted in the Coast Guard on March 23, 1998. Upon graduation from recruit training, he was assigned to Coast Guard Cutter Willow, Newport, RI. Follow on tours included TC “A” School, Group Moriches, AVT “A” School, CGAS Clearwater, CGAS Kodiak, CGAS Cape Cod, CGAS Barbers Point and CGAS Detroit.

MCPO Beaty’s awards include: an Air Medal, two Commendation Medals, three Coast Guard Achievement Medals, a Commandants Letters of Commendation, eight Coast Guard Good Conduct Medals, and many other unit and team awards.

Originally from Thomaston, Connecticut, MCPO Beaty is married to his wife Alexandra, and have two daughters, Annabella and Finley.
