Master Chief Gilmer assumed the duty of the Fifth District Reserve Command Master Chef on 1 August, 2017. The Fifth District conducts the full range of Coast Guard maritime safety and security missions throughout the Mid-Atlantic region from central New Jersey through North Carolina covering 1.4 million square miles of ocean, bays, rivers, several major Mid-Atlantic ports, the largest naval base in the world, and our Nation's Capital.
Master Chief Gilmer’s joined the United States Coast Guard in 1998, His first assignment as a legacy PS rated Petty Officer was to Marine Safety Office Wilmington, NC. He was recalled to active duty on September 12, 2001 helping lead law enforcement, security and boarding operations in response to the 9-11 terrorist attacks. He was temporarily assigned to the CGC Diligence as a boarding officer and helped perform dozens of high interest vessel boarding's and security patrols. Drawing on his extensive civilian law enforcement and tactical experience, he was selected to help stand-up MSST 911-02 and became a plank owner of the Maritime Security Response Team –Chesapeake. In 2004 he moved to Activities Baltimore where he was assigned to the Response Department and became the Law Enforcement Training Petty Officer. Making Chief Petty Officer in 2005, he led maritime law enforcement operations for Sector Baltimore and upon making Senior Chief, filled a critical gap role as the active duty Chief of Enforcement. During this time, he also served at Coast Guard Headquarters on the working groups writing the policy, implementation and training plans for the ME rating. Master Chief Gilmer then transferred to the Deployable Operations Group where he served as the program manager for the MSSTs and MSRT. In 2011 he was selected as the Reserve Command Senior Chief for Coast Guard Sector Juneau, AK and served District 17 until his selection as the Reserve Command Senior Chief, Sector Baltimore, now Sector Maryland-National Capital Region in 2014. He became the Sector Reserve Command Master Chief in 2015.
Master Chief Gilmer’s awards include the Coast Guard Commendation Medal with “O” device, Coast Guard Achievement Medal with “O” device, and Commandant’s Letter of Commendation.
With over 25 years of civilian law enforcement experience, Master Chief Gilmer is currently a Supervisory Special Agent with Homeland Security Investigations (HSI) and serves as the Resident Special Agent in Charge of the HSI field office in Birmingham, Alabama. Previously he served in a senior, counterterrorism investigations leadership role within the interagency for the Department of Homeland Security. In his civilian occupation Master Chief Gilmer has served on a number of interagency working groups related to maritime security and counterterrorism. He is a frequent lecturer at the National Defense University, George Mason University, and other schools on matters related to counterterrorism, immigration, and national security. Well traveled, he has participated in a number of investigative, operational and tactical assignments around the world.
Master Chief Gilmer received his undergraduate degree from Liberty University in 1990 and completed Masters Degrees from both Virginia Tech and Luther Rice University. He has completed the Chief Petty Officer’s Academy, the Senior Enlisted Leadership Course, the PSU Basic Skills Course, the National Defense University’s Senior Enlisted Joint Professional Military Education course, Reserve Component National Security Course, and various senior and executive level courses of study through the Joint Special Operations University.
