CDR Krystyn Pecora
Commanding Officer
CAPT Krystyn Pecora, a native of Aurora, IL, has more than 20 years of experience in a broad array of operational and staff assignments. She assumed command of USCGC LEGARE (WMEC-912) in July 2026 after delivering USCGC CAMPBELL (WMEC 909) to the Coast Guard Yard to begin its service life extension program.
A permanent cutterman, she has previously served as Executive Officer of the USCGC SENECA (WMEC-906), commanded the USCGC SITKINAK (WPB-1329), served two tours on USCGC SHERMAN (WHEC-720), and is a plankowner of USCGC BERTHOLF (WMSL-750). Shoreside tours also include serving as the Executive Assistant to the Force Readiness Commander, External Affairs Officer for the U.S. Coast Guard East District and External Affairs Officer for the U.S. Coast Guard Academy.
She holds a bachelor’s degree in civil engineering from the U.S. Coast Guard Academy and a master’s degree in media and communications studies from Florida State University. CAPT Pecora’s service awards include three Coast Guard Meritorious Service Medals, three Coast Guard Commendation Medals with the Operational Distinguishing Device, and other personal and unit awards. A published author, she also won the U.S. Naval Institute’s Coast Guard Essay Contest in 2018 and took third place in an U.S. Naval Institute essay contest in 2024. She is also a member of the Board of Directors for Coast Guard Mutual Assistance.
She is married to CAPT Piero Pecora of Nashville, TN. A permanent cutterman as well, his support has been critical to each other’s professional success during a combined 19 years of sea duty.
LCDR Devin M. Monteiro
Executive Officer
LCDR Monteiro is a native of New Bedford, Massachusetts. He enlisted in the Coast Guard in 2007 and served as a Boatswain’s Mate for 10 years until his acceptance to Officer Candidate School and the earning of his commission in 2017.
After graduation from Officer Candidate School, LCDR Monteiro was assigned aboard USCGC RELIANCE (WMEC 615) in Portsmouth, New Hampshire as a Deck Watch Officer. While onboard he served as the Communications Officer and Support Department Head.
LCDR Monteiro transferred to USCGC ESCANABA (WMEC 907), Boston, Massachusetts in 2019. He served as the Operations Officer coordinating four patrols in support of Counter Narcotics, Living Marine Resource enforcement, and Alien Migrant Interdiction Operations.
His prior enlisted assignments include USCGC CAMPBELL (WMEC 909) in Portsmouth, New Hampshire; USCGC ESCANABA (WMEC 907) in Boston, Massachusetts; Coast Guard Station Kauai, Hawaii; and First Lieutenant of Coast Guard Station Boston, Massachusetts.
He served as Commanding Officer of USCGC KEY LARGO (WPB 1324) and decommissioned her after 34 years of service to the nation. In 2023 he transferred to the Coast Guard Academy where he filled roles as the Charlie Company Officer and Regimental Officer. LCDR Monteiro transferred to CGC CAMPBELL (WMEC 909) where he relieved the position of Executive Officer before permanently transferring to CGC LEGARE (WMEC 912) post its Service Life Extension Program availability.
LCDR Monteiro is a Permanent Cutterman with eight years at sea. His personal awards include four Coast Guard Commendation Medals, three Coast Guard Achievement Medals as well as multiple other service awards. In 2022 he received the Dalton Baugh Inspirational Leadership Award from the Mass Bay Council of the Navy League of the United States. He earned a Bachelor of Arts degree from Southern New Hampshire University in 2015.
Chief Petty Officer Raymond Martinez
Command Chief
Chief Petty Officer Raymond Martinez reported onboard the CGC Campbell in May 2024 and transition to CGC Legare in July 2026 as part of the SLEP process. He currently serves as the Command Chief and Armory Supervisor onboard. His other duties include Deck Safety, Firearms Instructor, Resilience Coordinator, Operational Stress Management Facilitator, and Onboard Training Team member. He is also a credentialed Victim Advocate.
Chief Martinez enlisted in the Coast Guard July 2015 from his hometown of Waterbury, CT. His previous assignments include CGC Tahoma (Portsmouth, NH) as a Deck Non-Rate, Sector San Juan (San Juan, PR) as the Armory GM3, CGC Orcas (Coos Bay, OR) as the Independent Duty Gunners Mate, CGC Stone (Charleston, SC) as the Armory Supervisor, and CGC Argus (San Pedro, CA) as the Armory Supervisor
