CAPT Bion B. Stewart

CAPT Bion Stewart enlisted in the United States Navy in 1989 where he served as an Aviation Anti-Submarine Warfare Operator and helicopter aircrewman and rescue swimmer.  He transferred to the Coast Guard and received his commission after completing Officer Candidate School in 1992.  CAPT Stewart has served in a broad range of operational and administrative positions.  His Coast Guard operational assignments include tours on USCGC MALLOW, USCGC KUKUI, USCGC JUNIPER, USCGC GEORGE COBB, USCGC CHASE, and USCGC SHERMAN where he served in various leadership positions including dive officer, operations officer, navigator, executive officer, and commanding officer.  His staff assignments include serving as FEMA’s Budget Desk Officer during a detail to Department of Homeland Security(DHS) Office of the Chief Financial Officer; Program Reviewer in the Office of Budget and Programs where he oversaw budget and program development for law enforcement, search and rescue, deployable specialized forces, and defense readiness; liaison to the U.S. House of Representatives and acting Chief of Congressional Affairs; Principal Director for Strategy and Analysis in the DHS Office of Policy where he initiated the foundational analysis and development of the 2018 Quadrennial Homeland Security Review; Deputy Presidential Transition Officer for DHS overseeing department-wide preparations for Department’s leadership transition following the Presidential Election of 2016; and most recently he served as the Chief of Staff of the DHS Executive Order Implementation Task Force where he oversaw Component and DHS Headquarters implementation of the President’s direction related to immigration enforcement and border and trade security.  CAPT Stewart’s personal awards include the Legion of Merit, Meritorious Service Medal, Coast Guard Commendation Medal, Navy and Marine Corps Commendation Medal, Coast Guard Achievement Medal, and Commandant’s Letter of Commendation.  CAPT Stewart has a BA in Political Science from the University of California, Irvine and a MPA from The George Washington University.  He is married to the former Sandi Carter of Elizabeth City, NC and they have two children, Lindsay and Devon.
