Capt. Warren Judge


Chief of Staff, Coast Guard East District

 

Capt. Warren Judge assumed duties as chief of staff for the Coast Guard’s East District, located in Portsmouth, Virginia, in June 2025. In this position, Judge supports operational and mission execution across the district, providing leadership and oversight to Coast Guard units throughout the region. This area spans 1.4 million square miles of ocean, bays, and rivers, several mid-Atlantic ports, the largest U.S. Naval Base in the world, and our National Capitol Region.

Prior to his current assignment, Judge served as commanding officer of Coast Guard Training Center Cape May in Cape May, New Jersey. In this role, he oversaw basic military training for over 12,000 recruits. Judge graduated from Coast Guard recruit training in 1986, with Company Mike-122.

Judge served as the chief of the Engineering Services Division for the Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center in Alexandria, Virginia. In that role, he led a staff of nearly 800 personnel, overseeing a $260 million budget. He also served as the executive officer of Coast Guard Base Elizabeth City, North Carolina, the Coast Guard’s second largest base.

From 2009 to 2012, Judge was assigned to the White House Communications Agency, where he served as a presidential response officer and executive communications lead for the President of the United States and senior executive staff. He was the only Coast Guardsman among 950 joint military personnel and one of seven members hand-picked to travel aboard Air Force One, Marine Two and to Camp David as a WHCA command representative.

Other assignments include serving as the career management branch chief for the Coast Guard Office of Personnel Management, operations officer at the Electronic Systems Support Unit in New Orleans where he lead teams rebuilding the Coast Guard's lower gulf coast command and control infrastructure following Hurricane Katrina, assistant operations officer and law enforcement officer for Coast Guard Group Mobile, Alabama, and software developer at the Command and Control Engineering Center.

His academic and professional education includes a Bachelor of Science in Computer Science from Elizabeth City State University in 1997, where he was a Ronald E. McNair Scholar; a Master of Science in Computer Science from Howard University in 2004; and a Master of Science in System Quality Management with a Six Sigma emphasis from the National Graduate School in 2007. He attended Harvard University’s John F. Kennedy School of Government in cybersecurity, the Center for Homeland Defense and Security’s Homeland Security Executive Leaders Program in 2022, and the Department of State National Security Executive Leadership Symposium in 2024. He also holds Project Management Professional certification and Acquisition Program Level II certification.

Judge’s military decorations include the Department of Defense Meritorious Service Medal, four Coast Guard Meritorious Service Medals, and more than 30 additional medals, honors and commendations. Judge’s awards include the 2021 Black Engineer of the Year Award for the Coast Guard, the 2017 Blacks in Government Meritorious Service Award, and the 2013 Elizabeth City State University Chancellor’s Legacy Leadership Award. In 2023, he received the ‘Devotion and Dedication to the Community’ award and was presented with keys to the cities of Elizabeth City and Cape May.

Judge is a native of Tampa, Florida. He and his wife, Angela, have two adult children and four grandchildren. He is an avid racquetball player and a life member of Kappa Alpha Psi Fraternity, Inc.
