Commander
CAPT Rhianna Macon

CAPT Macon CAPT Rhianna Macon assumed the duty as Commander, Coast Guard Sector Lake Michigan on 20 June 2025. She leads 23 Coast Guard units with a force of 500 Active Duty, 200 Reserve, and 1,000 Auxiliary personnel. She leads efforts on Lake Michigan in Search and Rescue, Law Enforcement, Aids to Navigation, Marine Safety, and Homeland Security for the states of Michigan, Indiana, Illinois, and Wisconsin. Her authorities include Captain of the Port, Officer in Charge, Marine Inspection, Search and Rescue Mission Coordinator, and Federal On-Scene Coordinator.

Prior to joining Sector Lake Michigan as Sector Commander in 2025, served as the Chief of Incident Management for Coast Guard District 14, leading Search & Rescue (SAR), Marine Environmental Response, and Incident Management programs, systems, staff, and policy across the Coast Guard’s largest and most diverse Area of Responsibility. This AOR covers 14.4 million square miles of ocean and includes Hawai’i, American Samoa, and Guam. Additionally, she managed District 14’s MH-65 rotary and C-130J fixed-wing aviation fleet and provided oversight of Joint Rescue Coordination Center (JRCC) Honolulu, directing maritime, aeronautical, and inland SAR operations in coordination with Department of Defense and international partners under 18 agreements.

From 2020 to 2023, Captain Macon served as the Sector San Francisco Response Department Head, leading over 350 active duty and reserve personnel. She provided direct oversight of seven small boat stations and three 87’ patrol boats, ensuring the execution of SAR, marine environmental response, and maritime security within one of the Coast Guard’s largest operational commands. She also served as Search and Rescue Mission Coordinator for the Coast Guard’s busiest SAR unit, responsible for more than 2,500 square miles of coastline and inland waterways across Northern California.

Captain Macon received her commission in 2003 after graduating from Officer Candidate School in New London, Connecticut. Her first assignment was at Marine Safety Office Honolulu. Her past assignments include serving as the Sector Command Center Chief of Sector Honolulu from 2005 to 2008, as a member of the Office of Marine Environmental Response Policy (CG-MER) at Coast Guard Headquarters from 2010 to 2014, and as the Incident Management Division Chief at Sector San Francisco from 2014 to 2017. From 2017 to 2020, she served as the Response Ashore Assignment Officer within the Coast Guard’s Personnel Support Command, where she was responsible for managing over 1,000 Response Ashore operational and staff billets across the Coast Guard.

As an Incident Management professional, Captain Macon is a certified IAEM Emergency Manager, a 2021 graduate of the FEMA National Emergency Management Executive Academy, and holds a Masters in Environmental Management from Duke University. Her personal awards include the Coast Guard Meritorious Service Medals, Coast Guard Commendation Medal, Coast Guard Achievement Medals, and a Commandant’s Letter of Commendation.

Commander Downend assumed the duties of Deputy Commander, Coast Guard Sector Lake Michigan, in June 2025. Commander Downend assists in the oversight of 1,700 personnel comprised of Active, Reserve, Civilian and Auxiliary members. In the absence of the Sector Commander he performs as the Acting Captain of the Port, Federal On Scene Coordinator, Officer in Charge of Marine Inspections, Federal Maritime Security Coordinator and Search and Rescue Mission Coordinator. He also oversees operations at nine Multi-mission Stations, two Aids to Navigation Teams, Marine Safety Unit Chicago, Marine Safety Unit Sturgeon Bay and Sector Field Office Grand Haven.

Commander Downend previously served as the Chief of Response for Sector Lake Michigan where he coordinated maritime Search and Rescue, Law Enforcement, Pollution Response, Ports, Waterways, and Coastal Security, and Homeland security for the states of Michigan, Indiana, Illinois, and Wisconsin.

His previous assignments include Deliberate Planning Branch Chief at DHS Joint Task Force East; Executive Officer, Maritime Safety and Security Team (MSST) Houston; Executive Assistant, Coast Guard Force Readiness Command; Enforcement Division Chief, Sector Charleston; Executive Officer, Southeast Regional Fisheries Training Center; First Lieutenant and Weapons Officer aboard CGC TAMPA

(WMEC 902); and Operations Specialist aboard CGC DALLAS (WHEC 716).

Raised in Lake Worth, FL, he enlisted in the Coast Guard in 2004 and later received a commission after completing Officer Candidate School in 2007. He holds a Bachelor of Arts in International Affairs from The Florida State University, a Master of Science in Management with Financial Management specialization from University of Maryland University College, and a Master of Operational Studies from the United States Army Command and General Staff College.

He has been awarded the Advanced Boat Forces Insignia, Response Operations Ashore Insignia, Coast Guard Commendation Medal (5), Coast Guard Achievement Medal, Army Achievement Medal, Commandant’s Letter of Commendation, and numerous team, unit, and service awards.

Senior Reserve Officer
CDR Nathanial Ross

Commander Nathaniel Ross currently serves as the Senior Reserve Officer for USCG Sector Lake Michigan, Milwaukee, WI. He assumed this role in August 2024. In this capacity, CDR Ross serves as the advisor to the Command on the operational readiness and employment of over 150 Reserve personnel.

CDR Ross graduated from the United States Coast Guard Academy in 2005. Active Duty assignments included Operations Officer onboard the USCGC Mobile Bay, ATON Operations Section Chief for USCG District 11, and Waterways Management Department Head at USCG MSU Chicago. Upon transferring to the Reserve component, his assignments have included Sector Lake Michigan Prevention, Operations Section Chief for the Pacific Area Reserve IMAT, and most recently as a Global Operations Center Executive Watchstander at the United States Transportation Command.

CDR Ross holds an MBA with a finance emphasis from California State University – East Bay, Hayward, CA. He has worked in various roles in the domestic maritime industry and local municipal government.

Senior Chief Eric Gadbois assumed duties as Command Senior Chief - Reserve, Sector Lake Michigan in July 2024. His primary responsibility is to advise the Sector Commander on issues and initiatives pertaining to all Reserve Coast Guard members and their families within Sector Lake Michigan. Sector Lake Michigan includes 21 stations and 1,639 miles of coastline covering four states and 138 miles of river way.

Most recently, Senior Chief Gadbois served as the Senior Enlisted Reserve Advisor for USCG Station Duluth in Duluth, Minnesota.

Senior Chief Gadbois’ previous assignments include: WLM/WLB Maintenance Augmentation Team in Newport, Rhode Island, MSD St. Paul, Minnesota, Sector/Air Station Corpus Christi, Texas, and two tours at Station Duluth, Minnesota.

Senior Chief Gadbois is a proud graduate of the Coast Guard Chief Petty Officer’s Academy (Class 31) and the Coast Guard Senior Enlisted Leadership Course (Class 103).Senior Chief Gadbois holds a Bachelor of Arts degree in Criminal Justice from the University of St. Thomas and a Master of Science degree in Criminal Justice from Metropolitan State University.

Senior Chief Gadbois’ personal awards include one Coast Guard Commendation Medal, two Coast Guard Achievement Medals with Operational Distinguishing Device, two Coast Guard Commandant’s Letter of Commendations, the Department of Transportation’s 9-11 Ribbon, Expert Pistol and Rifle medals, along with numerous other personal and service awards. Senior Chief Gadbois has earned the permanent Boat Forces Insignia.

In Senior Chief Gadbois’ civilian career, he is a Patrol Sergeant in his hometown police department where he serves as a front-line supervisor. Collateral duties include being the Range Master, a DARE instructor, and overseeing the Predatory Offender Registry Program. Senior Chief Gadbois also teaches as an Adjunct Professor at the local community college in criminal justice studies.
