SECTOR COMMANDER
Captain Randy Preston

Captain Randy Preston assumed the duties as Commander, Sector Ohio Valley in July 2025 and is responsible for Coast Guard operations spanning all or parts of 10 states, from the eastern portion of Missouri to the southwestern corner of Pennsylvania, and from northern Alabama to Ohio. In his capacity as Sector Commander, he serves as the Captain of the Port, Officer in Charge of Marine Inspection, Federal Maritime Security Coordinator, Search and Rescue Mission Coordinator, and Federal On-Scene Coordinator. As the operational commander, he leads over 400 active-duty, reserve, and civilian personnel across the Sector office, three marine safety units, two marine safety detachments, and six river tenders ensuring safety, security, and environmental protection for over 3,000 miles of navigable waterways on 12 major rivers, facilitating the movement of 350 million tons of cargo annually.
Prior to arriving at Sector Ohio Valley, Captain Preston served as the Deputy Commander, Sector Charleston, where he led over 700 active-duty, reserve, and civilian personnel overseeing Coast Guard operations across South Carolina and Georgia. He also served as Commanding Officer of Marine Safety Unit Chicago, where he oversaw safety, security, and environmental response within the busiest port complex in the Great Lakes Region, including 286 miles of Lake Michigan shoreline and the Illinois River System. Prior to serving at Chicago, he led the Coast Guard Investigations National Center of Expertise in New Orleans, Louisiana. In that role, he oversaw a staff of marine safety subject matter experts and investigating officers who led and supported marine casualty investigations across the globe, routinely working alongside the National Transportation Safety Board and foreign governments.
Some of his other assignments include Supervisor at Marine Safety Detachment Lewes, Delaware; Prevention Department Head at Marine Safety Unit Pittsburgh, Pennsylvania; Chief of Inspections Division at Marine Safety Unit Galveston, Texas; and Chief of the Anti-Terrorism and Force Protection Division at Integrated Support Command Alameda, California.
Captain Preston has over 36 years of service, with 14 of those years serving as an enlisted member prior to earning his commission in July 2003. He is a marine safety and environmental protection professional with more than 20 years of operations ashore experience.
Some of his personal military awards include the Coast Guard Meritorious Service Medal, Coast Guard Commendation Medal, Coast Guard Achievement Medal, the Air Force Achievement Medal, and the Commandant's Letter of Commendation.
Captain Preston is a graduate of the National War College where he earned a Master of Science in National Security Strategy. He also holds a Master of Science in Quality Systems Management from the National Graduate School and a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University. Captain Preston is native of Goldthwaite, Texas and is married to the former Tina Villasenor from San Francisco, California.
DEPUTY SECTOR COMMANDER
Commander Matt Winland

CDR Winland’s first assignment was as a Deck Watch Officer on the USCGC ALDER (WLB-216) homeported in Duluth, MN. He conducted ice-breaking, aids to navigation, law enforcement, and search and rescue operations on the Great Lakes.
In 2009, CDR Winland transitioned to the Prevention field as a marine inspector at Marine Safety Unit Huntington, WV. He conducted inspections and investigations throughout more than 800 miles of navigable waterways in WV, OH, and KY. A follow-on inspection tour took him down the bayou to Marine Safety Unit Houma, LA.
In 2015, CDR Winland reported to Marine Safety Field Office Lafayette, LA. He was responsible for all vessel inspections and investigations in the western edge of Sector New Orleans’ area of responsibility, spanning more than 100 miles of navigable waterways, including the Intracoastal Waterway, Freshwater Bayou, and the Vermilion River. In October 2016, CDR Winland stood up Marine Safety Detachment Lafayette.
In July 2021, following a three-year tour at USCG Headquarters in Washington, D.C., in the Office of Commercial Vessel Compliance (CVC-1) where he was the subject matter specialist on offshore supply vessels, CDR Winland reported to Marine Safety Unit Morgan City as the Executive Officer.
In June 2023, CDR Winland reported to Sector Ohio Valley in Louisville, KY, as the Prevention Department Head. In June 2024, he assumed the duties of Deputy Commander of Sector Ohio Valley.
CDR Winland is from Tullahoma, TN. He graduated from the U.S. Coast Guard Academy in 2007 with a B.S. in Management. He also holds an MBA from Nicholls State University in Thibodaux, LA.
COMMAND SENIOR CHIEF
Senior Chief Aaron J. Juetten
Senior Chief Juetten assumed the duties of Command Senior Chief of Sector Ohio Valley on 28 June, 2023 where he advises the Commanding Officer on all personnel matters.
SCPO Juetten is a native of Cookeville, TN. He enlisted in the Coast Guard in July of 2008. Senior Chief Juetten’s previous assignments include Deployable Team Leader, Tactical Law Enforcement Team South; Enforcement Division Lead Petty Officer, Sector Lake Michigan; Enlisted Aide, Deputy Commandant for Mission support; Operations, Maritime Force Protection Unit Kings Bay; USCGC Boutwell.
SCPO Juetten’s personal awards include two Coast Guard Commendation Medals, two Coast Guard Achievement Medals, the Navy Achievement Medal, the Global War on Terror Expeditionary Medal, the Army Professional Education Ribbon with five devices, the Tactical Law Enforcement Insignia, and numerous other personal and service awards.
SCPO Juetten is a proud graduate of the Coast Guard Chief Petty Officers Academy Class 254 and the United States Army Sergeants Major Academy Class 73. He holds a Bachelors or Arts in Leadership and Workforce Development from the United States Army Command and General Staff College.
