Marine Safety Unit Port Arthur

Captain Andrew currently serves as the Commanding Officer for Marine Safety Unit Port Arthur, which includes the nation’s third busiest commercial port and the busiest Strategic Port of Embarkation for Military Out-load operations in the United States. Marine Safety Unit Port Arthur is responsible for executing the Coast Guard’s marine inspections and investigations, waterways management, environmental response, law enforcement, emergency management, and vessel traffic service missions.

Prior to reporting as Commanding Officer, CAPT Andrew served as the Deputy Sector Commander of Sector Corpus Christi where she oversaw Search and Rescue Operations, U.S./Mexico Maritime Boundary Line operations and served as the Alternate Captain of the Port, Officer in Charge of Marine Inspections, Federal Maritime Security Coordinator, and Federal On-Scene Coordinator. Her background is in marine safety, incident management, defense operations, and readiness.

Captain Andrew attended boot camp in Cape May, New Jersey in February 1998 and is a proud member of Oscar 152. She advanced to Marine Science Technician Third Class in the Coast Guard Reserves before being accepted into the Coast Guard’s College Student Pre-Commissioning Initiative program. After receiving her commission as an officer in 2002, Captain Andrew was assigned to the 378-foot High Endurance Coast Guard Cutter RUSH home ported in Honolulu, Hawaii.

Previous assignments include Marine Safety Office Tampa, Florida, where she served as a Marine Inspector and Waterways Manager, the 2009 Presidential Inaugural Committee, Marine Safety Unit Port Arthur, Texas as the Port State Control Branch Chief and Chief of Prevention, Marine Safety Unit Lake Charles, Louisiana as the Chief of Prevention and Executive Officer, the Coast Guard’s Office of Counterterrorism and Defense Operations in Washington, D.C., and Commanding Officer at Marine Safety Unit Paducah, Kentucky.

Captain Andrew’s awards include the Meritorious Service Medal, seven Coast Guard Commendation Medals, an Achievement Medal, Humanitarian Service Medal, the Marine Safety Insignia, and the Joint Chiefs of Staff Identification Badge.

Captain Andrew is from San Antonio, Texas. She graduated from the University of Texas at San Antonio with a Bachelor of Arts in Psychology and earned a Master of Military Studies from the U.S. Marine Corps University Command and Staff College in 2017.

Commander Morgan E. Kelly assumed duties as the Executive Officer at Marine Safety Unit Port Arthur in June 2024. As Executive Officer, she leads over 140 personnel in prevention, response and emergency management missions across 55,000 square miles in southeast Texas and southwest Louisiana, including the number one U.S. military outloads port, largest LNG facility and oil refinery, and the largest MARAD Ready Reserve Fleet.

CDR Kelly most recently served as the Supervisor of Marine Safety Detachment Nashville responsible for the oversight of maritime safety, security, and stewardship for over 1,500 miles of federal waterways on the Tennessee, Cumberland, Tombigbee Rivers and their tributaries. This area of responsibility covers nearly the entire state of Tennessee, northern Alabama, and northeast Mississippi.

CDR Kelly’s previous assignments include Assistant Division Chief of the Flag State Control Division within the Coast Guard’s Office of Commercial Vessel Compliance at Coast Guard Headquarters in Washington, D.C. Prior to that, she was the Assistant Senior Investigating Officer at Sector Houston-Galveston in Houston, Texas, Coast Guard Liaison to the Merchant Marine Academy in Kings Point, New York, and Marine Inspector at Activities Europe in Rotterdam, the Netherlands and Marine Safety Unit Houma in Houma, Louisiana.

CDR Kelly commissioned in the Coast Guard in 2007. Her professional qualifications include holding an unlimited tonnage open-ocean U.S. Merchant Mariner Third Mate License and certification as a lead auditor for the International Safety Management Code and ISO 9001.

CDR Kelly holds a Bachelor of Science in Logistics and Intramodal Transportation from the U.S. Merchant Marine Academy and a Master of Science in Homeland Security from the American Military University.

Senior Chief Ryan currently serves as the Command Senior Chief for Marine Safety Unit Port Arthur.

Throughout his rated career, Senior Chief Ryan has served at Sector Puget Sound, MSU Port Arthur, Sector New York, Sector Juneau, and MSU Duluth, assignments spanning five Coast Guard districts and every U.S. coast. While his career has been primarily focused on pollution response, and he is a qualified Federal On-Scene Coordinator, he also holds additional qualifications as a Facility Inspector, Container Inspector, Explosive Handling Supervisor, and Emergency Management Specialist.

Senior Chief Mike Ryan began his uniformed service in 2000 when he enlisted in the United States Navy. He served honorably until 2004 aboard USS Gunston Hall (LSD 44) in Norfolk, Virginia, including deployment in support of Operation Enduring Freedom. He later enlisted in the United States Coast Guard, graduating from Training Center Cape May in 2007. Upon graduation, he reported to Sector Columbia River and attended Marine Science Technician “A” School in 2008.

His personal awards include a Coast Guard Commendation Medal with “O” device, three Coast Guard Achievement Medals, ten Coast Guard Commandant’s Letter of Commendation Ribbons with “O” device, the Iraq Campaign Medal, the Prevention Operations Ashore and Response Operations Ashore qualification insignias, and numerous other personal and service awards.

Senior Chief Ryan holds a Bachelor of Science in Environmental Science from Oregon State University.
