COMMANDING OFFICER

CAPTAIN DAVID M. MCCOWN

Captain David McCown currently serves as the First Coast Guard District Chief of Incident Response. He previously served as the Executive Officer of Air Station Cape Cod, MA from 2020 until 2023.  He also served as the Coast Guard Liaison to the Deputy Chief of Naval Operations for Operations, Plans and Strategy. In this capacity, he aligned Coast Guard and Navy strategic efforts in support of the National Defense Strategy and the National Military Strategy.

His previous aviation assignments include Aviation Training Center Mobile, AL, Sector Columbia River, OR Air Station Kodiak, AK and Air Station Cape Cod, MA. Captain McCown earned designation as a Flight Examiner in both the MH-60J and MH-60T and has logged over 3000 hours.

Captain McCown is originally from Estes Park, CO and graduated from the U.S. Coast Guard Academy in 2002, earning a Bachelor of Science in Management. His first operational tour was aboard the USCGC BRAMBLE (WLB 392) in Port Huron, MI. He also served on the USCGC BARANOF (WPB 1318) deployed to Bahrain in support of Operation Iraqi Freedom.

Captain McCown’s personal decorations include two Meritorious Service Medals, Air Medal, three Commendation Medals, three Achievement Medals, the Navy and Marine Corps Achievement Medal, the Army Achievement Medal, and others. He is a two-time recipient of the Vertical Flight Society CAPT William J. Kossler Award for achievement in operation of vertical lift aircraft. Additionally, he received both the 2022 Naval Helicopter Association Aircrew of the Year Award and the 2022 Leonardo Cormorant Trophy.

He earned a Master of Business Administration from the University of Nebraska and a Master of Arts in Defense and Strategic Studies from the U.S. Naval War College.

He is married to Joanne Langevin of Warwick, RI.

Executive Officer

COMMANDER SAWYER M. MANN

CDR Sawyer Mann currently serves as Executive Officer of Air Station Clearwater, the Coast Guard’s largest and busiest Air Station responsible for executing missions across the Southeast and Caribbean.  

CDR Mann is a graduate of the U.S. Coast Guard Academy and was commissioned as an Ensign in 2007. His first assignment was at Naval Air Stations Pensacola and Corpus Christi, where he earned his Naval Aviator designation in 2009.  His first aviation assignment was at Air Station Miami, FL where he qualified as a first pilot in the HU-25 Falcon Guardian and instructor pilot in the HC-144 Ocean Sentry while deploying throughout the Caribbean Sea in support of SAR, counter-drug (CD), and alien migrant interdiction operations (AMIO).  In 2014, he was assigned to Sector Air Station Corpus Christi, TX where he served as a Flight Examiner in the HC-144 and qualified in the MQ-9 Guardian as a Mission Control and Landing Recovery element pilot, conducting joint operations with Customs and Border Protection.  In 2018, CDR Mann attended the Foster School of Business at the University of Washington where he earned his Masters of Business Administration.  In 2020, he served at Coast Guard Headquarters in the Office of Budget Execution (CG-83) and oversaw enterprise-wide financial management.  In 2023, CDR Mann was assigned to the Thirteenth District, Seattle, WA, as the Chief of Resources, responsible for the personnel management, budget execution, and infrastructure readiness of the District.

He holds a Master of Business Administration from the University of Washington and a Bachelor of Science in Mechanical Engineering from the U.S. Coast Guard Academy.  CDR Mann's personal decorations include two Meritorious Service Medals, four CG Commendation Medals and two CG Achievement Medals. He resides in Florida with his lovely wife Renelle and children Miguel and Maddie.

Command Master Chief

MASTER CHIEF MATT RODGERS

Master Chief Matt Rogers assumed duties as Coast Guard Air Station Clearwater Command Master Chief in July 2025. His primary duty consists of assisting the Commanding Officer in all matters pertaining to the welfare, health, job satisfaction, morale utilization and training of enlisted personnel in order to promote traditional standards of good order and discipline. His past senior enlisted assignments included H60 AMT Platform Manager at Air Station Clearwater and AST Assignment Officer.

MCPO Rogers enlisted in the Coast Guard on July 12th, 2005. Upon graduation from recruit training, he was assigned to Air Station Traverse City FACENG and completed his Airman program there. Follow on tours included AET “A” School, ALPAT Kodiak, Air Station Borinquen, HITRON Jacksonville PM-A, Air Station Clearwater, and EPM-2. 

MCPO Rogers’ awards include: Five Coast Guard Commendation Medals, three Coast Guard Achievement Medals, Army Achievement Medal, Three Commandants Letters of Commendation Ribbons, six Coast Guard Good Conduct Medals, and many other unit and team awards.
