Commander Vince Z. Taylor
Commander Taylor reports to Communications Command after serving as the Chief of Cybersecurity in the Command, Control, Communications, Computers, Cyber and Intelligence (C5I) Systems Directorate at Joint Interagency Task Force (JIATF) South in Key West, Florida. In this role, he provided mission assurance to dismantle transnational organized crime and execute the President’s National Drug Control Strategy. During his tenure, Commander Taylor secured and defended key cyber terrain, which supported the detection and monitoring of nearly 600 illicit events. As a result, the Coast Guard and its interagency and international partners interdicted 454 metric tons of illegal narcotics valued at $8.6 billion and arrested 1,285 drug traffickers. He also dual-hatted as the Coast Guard element commander, providing leadership and ensuring readiness for Coast Guard personnel at JIATF South.
Prior to his assignment at JIATF South, Commander Taylor served as the Executive Assistant to the Assistant Commandant for Command, Control, Communications, Computers and Information Technology (C4IT) and the Chief Information Officer (CIO) at Coast Guard Headquarters in Washington, DC. He directed the front office staff to plan, coordinate, and execute executive engagements to advance strategic goals. He also managed the daily operations of the 134-member directorate to develop policy, process, and procedures across the C5I systems lifecycle.
His Coast Guard career has also included five additional assignments: Workforce and Facilities Division Chief at the C4IT Service Center in Alexandria, VA; Support and Logistics Branch Chief in the Enterprise Information Systems Infrastructure Product Line at Telecommunication and Information Systems Command in Alexandria, VA; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Project Manager at the Research and Development Center in New London, CT; Command Duty Officer at the Joint Rescue Coordination Center in Honolulu, HI; and Damage Control Assistant aboard the Coast Guard Cutter DALLAS in Charleston, SC. He also served on the Vice Commandant’s Cyber, CIO, and C4IT Task Force, and as a military assistant on the 2013 Presidential Inaugural Committee.
Commander Taylor graduated with a Bachelor of Science in electrical engineering from the Coast Guard Academy in 2002. He holds a Master of Science in electrical engineering from the University of Rhode Island, and a Master of Science in governmental information leadership focused on cyber security from National Defense University. He is only the second Coast Guard officer to qualify for and be pinned as a U.S. Navy Information Warfare Officer. His personal awards include the Defense Meritorious Service Medal, two Meritorious Service Medals, four Coast Guard Commendation Medals, a Joint Service Achievement Medal, two Coast Guard Achievement Medals, and two Commandant’s Letters of Commendation. He has received the John P. Dailey Award for outstanding leadership and mentorship in the C4IT community and the AFCEA International Copernicus Award for sustained superior performance in a C4IT-related job. His team was also recognized as a Computerworld Honors Program laureate for access advancements in mobile communications.
Commander Taylor is a native of Anderson, SC. He is married to Rebekah and has three sons.
